SUMMARY
The new overview effect can't show a complete highlight, instead it just flashes and disappears.


STEPS TO REPRODUCE
1. Open Overview
2. Hover over some windows
3. 

OBSERVED RESULT
No highlight

ADDITIONAL INFORMATION
Can reproduce in both VirtualBox and AMDGPU. Both are running X11.

Works for me on Wayland.

Can confirm.  It's is part of something way worse related to flickering or getting stuck on a wrong frame
