STEPS TO REPRODUCE
0. Have 3 displays
1. Right click on desktop
2. Enter Edit Mode
3. Open Manage Desktops and Panels

OBSERVED RESULT
3rd monitor moves from second row to first, see https://streamable.com/je96dv (video too large to upload to Bugzilla)

EXPECTED RESULT
3rd monitor is already on the first row

No, it doesn't seem to happen on my Plasma 6 session.
