Some questions:
- Is this panel on an edge between two screens?
- Did you disable the "hide utility windows for inactive applications" setting in System Settings > Window Behavior?
- Are there any other Panels on vertical screen edges?
- Have you turned on the "Switch desktop on edge > Always enabled" setting?

Hmm, ok. Can you attach a screenshot of the whole screen so I can see what else is there?

And are there any other screens, or only one?

Screenshot of my desktop

I've only got a standard 1920x1080 screen.

Thanks. Can you try changing some settings one at a time and seeing if the issue still reproduces?
- Switch back to the Breeze Global Theme
- Switch back to an attached panel, not a floating panel
- Create a new user account and replicate the panel setup
