SUMMARY

Insert and remove time (all tracks) functions fail to adjust guides. This means that if any time is removed or inserted in a timeline with many guides, every guide after the insertion/removal point must be manually adjusted.

STEPS TO REPRODUCE
1.  Create timeline with several guides
2.  Insert or remove time (all tracks) before some of the guides

OBSERVED RESULT

Guides after the playhead are not adjusted

EXPECTED RESULT

Guides would be adjusted. Conceptually, guides are just a track of markers.

UPDATE: I think the guides are adjusted for remove time (at least some of the time), but not for insert time.

Guides are fixed to the timeline, Markers are fixed to the clip in which they were created. Therefore, Kdenlive behaves like designed and does not move guides when clips are deleted, space removed or inserted. Markers do move because if a clip moves due to inserted or removed space the marker moves with it.

With that said, I can imagine a scenario where you do want the guides to move when inserting or removing space in particular when space is inserted and/or removed in *all* tracks. I would support a feature request to add a check box in the remove/insert space dialog box that comes up to have guides move. So I suggest you change the description of this bug report to include the prefix [Feature Request] and add a comment to that effect.

Until then you can use the Spacer Tool to create space and move guides with it. More details in the Kdenlive Manual (https://docs.kdenlive.org/en/cutting_and_assembling/guides.html#move-edit-guides)

I stumbled across the same issue but the hint of @Bernd to unlock the guides saved my life :)

Moving timeline guides when inserting/removing space in all tracks works, but you need to unlock the guides.
In the Guides List (Markers in 25.12), there is a lock icon in the bottom toolbar to lock/unlock guides, see my screenshot
