When I activate full screen mode I cannot see the top menus' lists anymore but they seem clickable.
(I used click+hold then release the click at the place where the button is in the menu View->Fullscreen Mode to exit full screen, because I forgot the keyboard shortcut)

Note that this issue happened with the Windows 11 Insider Beta channel OS version.
