SUMMARY
the panel defloats whenever certain applications are launched, like discover and system settings, when it's on top

STEPS TO REPRODUCE
1. Put the panel on top
2. Make it floating
3. Run System settings

OBSERVED RESULT
The panel defloats and expands

EXPECTED RESULT
The panel stays floating

SOFTWARE/OS VERSIONS 
Linux/KDE Plasma: 
(available in About System)
KDE Plasma Version:  5.27.8

That's weird! Cannot reproduce in Plasma 6, though.

Occurs on plasma 6. For me any window being open on the screen causes the panel to defloat.

What is your screen arrangement? Is there another screen above that one?

this is different from my issue, my panel defloats even when there is no contact with the panel

this is different from my issue, my panel defloats even when there is no contact with the panel(In reply to Nate Graham from comment #4)

When I disable my upper monitor the panel floats but now I can drag windows against it and below it and it won't defloat.

Can both of you please report whether your panel that is exhibiting this behavior is on a screen edge that has another screen on the other side of it?

In my case, I can confirm that the panel is on a screen edge that has another screen on the other side of it.

In that case you're experiencing Bug 351175.

volodarolathana@tutanota.com, is your panel also on the edge between two screens?
