SUMMARY
If file is selected option Open Terminal Here does not work.

STEPS TO REPRODUCE
1. Select file (single click on it).
2. Right mouse button and select Open Terminal Here.

OBSERVED RESULT
Nothing happens.

EXPECTED RESULT
Terminal should open up.

SOFTWARE/OS VERSIONS
Windows: 10

ADDITIONAL INFORMATION
It looks if I click on empty space at the bottom of file list and right menu Open Terminal Here works fine. But I have plenty of folders with larger file list, so no empty space a the bottom of file list and so Open Terminal Here option can't work.

Also tested on Fedora 38/flatpak and new terminal window opens up independently if file is selected or right click is performed at the bottom of file list on empty space. It looks to me Windows specific problem.
