SUMMARY
While it is possible to enable and map on-button scroll through qdbus[1], there is no such option in System Settings.

There is also a related option — libinput_device_config_scroll_set_button_lock, but I don't see the equivalent in qdbus, so I don't know if I should create a separate issue. I would love to be able to use that feature in Plasma, but I also don't want to spam with feature requests.
