SUMMARY

I put it into major, as Gwenview is software to display images. If it cannot display an image then its a major bug.

You did it again. Just like before you removed AGAIN (second time it happens) support for AVIF image formats. This affects:
1. There's no wallpaper
2. SDD/Login is white and there's no background
3. Lock Screen = no wallpaper/background
4. Dolphin = no thumbnail.
5. + many more

EXPECTED RESULT

Do not remove AVIF file support. You removed AVIF support for the second time. Do not remove avif support, ever.

Nobody removed anything: you did a partial upgrade of your system.
