EXPECTED RESULT The application menu category should be highlighted with a border around it. I have two users on this system and this issue seems to not be happening on the other user. Compositor settings are default ("Force smoothest animations") in both users.
This is due to the triangle mouse filter we have implemented here; the net effect is to make it not always switch categories on hover because this would make the category switch accidentally when you move your cursor diagonally into the main view. To make it always switch categories on hover, move the mouse more vertically than diagonally.
I believe this is a bug. The highlight persists across logouts. And, it does not show up even if I scroll vertically upwards or downwards. The only way I was able to make the highlight return was by deleting the plasma-svgelements and plasma_theme_default_v5.109.0.kcache files in ~/.cache/ folder. This does not seem to be intentional.
Ok, that would also make sense as a different issue. It would most likely be either Bug 448750 or Bug 450243. Did you recently upgrade the system or switch from a different Plasma style?
I also had this issue and could solve it by deleting `~/.cache/plasma-svgelements`.
