In the akonadi dialogs, the Apply button is never deactivated.

STEPS TO REPRODUCE
1. Open KMail.
2. Go to Settings -> Configure KMail -> Plugins.
3. In the Akonadi Agents group, select Notifications about new mail. Press its settings button.
4. A new window appears titled Notifications about new mail Configuration - KMail.

OBSERVED RESULT
It has already active Apply button. When you change some setting and press Apply, it still is active.

EXPECTED RESULT
The button should be disabled when no modifications are yet made. I.e. when just opening this window and after applying settings.

ADDITIONAL INFORMATION
Some other dialogs also have always active Apply button. For example:
- Agent of archiving mail
- Agent of remind of continuation
Note that I translated them myself, because these are not respecting application's locale.
