This makes many Web sites harder to use because the scrollbar often looks like part of the page. In fact it would be really nice if there was a way to completely turn off processing of the non-standard extensions to HTML and CSS (calling it something like "strict HTML/CSS specification compliance"). I agree, but I've set up my own stylesshet for that with "!important".
