SUMMARY
When I hover over an icon of an open application, a thumbnail of the application appears, but all visual elements of the taskbar seem to freeze.
All icons are still responsive, but the clock, for example, doesn't update. When I unplug my network cable, the network icon doesn't change. When I close an application, its icon remains in the taskbar.

To stop this freezing, I have to go into taskbar edition mode and change the height of the taskbar.


STEPS TO REPRODUCE
1. In Plasma, launch an application.
2. With the cursor, go on the icon of the application and wait for the thumbnail to be displayed.

OBSERVED RESULT
Freezing of all visual effects in the taskbar.

EXPECTED RESULT
No freezing of all visual effects in the task bar.

Are you using an NVIDIA GPU? If so, this is probably Bug 469016.

Yes, I am using a GTX 1070 and can confirm everything in comment 35 of bug 469016.
Disable "show small window previews when hovering over tabs" avoids the problem.
