STEPS TO REPRODUCE
1. Launch kate in a normal way (Alt+F2 or via Start menu)
2. in Konsole, type kate filename.cpp:50

OBSERVED RESULT
Kate becomes orange in the taskbar, so I need to switch to it manually

EXPECTED RESULT
Kate window is raised (becomes the foreground window)

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Debian testing
(available in About System)
KDE Plasma Version: 5.27.5
KDE Frameworks Version: 5.107.0
Qt Version:  5.15.10

ADDITIONAL INFORMATION
When I do the same with lowriter, it doesn't even become orange in the task bar.
When I click a text file in Dolphin, Kate window is raised correctly, therefore I believe this is a Konsole issue
