There is no any indication of success/failure of sharing operation. In both cases, when it succeed or failed, the PC side is silent.

STEPS TO REPRODUCE
1. Ensure android app has no Storage permission (revoke if it has it).
2. Send some file from desktop to android phone.

OBSERVED RESULT
The file transfer failed (there is notification on phone about that). But there is no notification in desktop.

EXPECTED RESULT
There should be a desktop notification, saying that transferring file to phone failed because of the android app lacks Storage permission.
