There are no global settings overriding application-specific notification settings like "Show Popups", "Show in History", "Show notification badges"

STEPS TO REPRODUCE
1. Look into  system settings

OBSERVED RESULT
There are no global settings overriding application-specific notification settings like "Show Popups", "Show in History", "Show notification badges"

EXPECTED RESULT
A global switch for disabling/enabling whether popups show up, whether notifications show up in history and whether notification badges are shown. This is useful as it can be tiresome to disable this on a per application basis (especially when you keep installing stuff) e.g. if you want generally want notifications popups, but no notification badges.
