This isn't impacted by the "window shadow" option in breeze, under "appearance of windows" section in "appearance". Even if it would remove the shadow effect under all windows, which isn't the point. I'm pretty sure this is intentional behavior in the sense that everything is working correctly. The shadow is part of the Plasma theme. In order to remove or change the shadow, you have to modify the Plasma theme or choose a different Plasma theme. Still, I agree that it could look better.
