Kate 23.04.3-2104 crash on startup

I have been using Kate for about 4 month now. I went to upgrade 23.04.3-2097 to 23.04.3-2104 but now it won't run and gives an error dialog on startup. I have attached a picture of the error dialog box. I have been waiting about 1 to 2 weeks between upgrades. I was able to downgrade to the older version to get it working again. I also found build 2105 has the same error. I suspect the error was introduced with the 2100 series. I did not use the installer but the 7z archive to run as a portable app.

STEPS TO REPRODUCE
1. upgrade
2. run
3. instant crash

OBSERVED RESULT
It will not run and only gives an instant crash

EXPECTED RESULT
I would expect it to run and allow use. It had been doing this through build 2097. The 2104 build was the first of the 2100 series I had tried and it will not run on Windows 10.
