device actions are listed

Cannot reproduce. Possibly a kded5 vs kded6 issue. Are you able to reproduce this, Justin?

Can confirm still an issue on latest git builds.

Should be fixed by https://invent.kde.org/frameworks/kservice/-/commit/b32418a5601e9ffcb7594174d2f59d19bf43950f, which reverted the change that broke this.
