Similarly to xrandr, (and this is useful for wayland too). If someone wants to change their resolution to something custom that is not derived by the auto-generated/given by the monitor resolutions, they should be able to help folks with screens that need special treatment (eg. screen not displaying the correct monitor resolution).

STEPS TO REPRODUCE
1. Opening the KCModule for the Screen Configuration
2. Expecting there to be the appropriate setting mentioned above.

The functionality is still planned for kwin_wayland, and we probably do want to have a UI for it too.
