STEPS TO REPRODUCE
1. Attempt to drag second monitor around to align so that mouse moves smoothly between monitors.

OBSERVED RESULT
Second monitor "snaps" to useless locations (overlapping, kitty-corner, etc.).  It is extremely difficult to get the common edges to line up at all, much less smoothly position the 2nd monitor's left edge along the right edge of the first in various vertical positions to test mouse movement. 

EXPECTED RESULT
In previous versions, there was no "snapping", the monitors just smoothly positioned to wherever they were dragged.
