STEPS TO REPRODUCE
1. Create two layers
2. Draw something on each layer
3. Verify that holding down R and clicking the drawing on an unlocked and unselected layer, that layer is selected
3. Block both layers
4. Hold down R and click on the drawing of the unselected and locked layer

OBSERVED RESULT
The layer that contains the clicked image while pressing R is not selected.

EXPECTED RESULT
The layer that contains the clicked image while pressing R should be selected

Hi, Pablo!

That is how this feature has been designed. The locked layers are intentionally ignored because they may represent grids, overlays or adjustments, which are not useful for quick selection.
