Fast reactivation prevention of WindowHeap effects is counter-productive.

Prior of the rewrites of Present Windows and Desktop Grid, I could invoke the effect, click a window and immediately initiate the effect again to select another window, another virtual desktop or just to get back into the overview.

Plasma 5.25’s introduction of the WindowHeap-based effects brought a reactivation prevention with a timed dead duration for reinvokeings that slows you down. Right after an effect, I can click ten times without initiating the effect again. This feels like a sticky key, it makes the desktop feel less responsive.

I have made a *video comparison* between the old effects and Plasma 5.27’s versions. Make sure to turn on audio to hear my clicks. I have mapped special mouse buttons to the effects via xbindkeys.

EXPECTED RESULT
There shouldn’t be a waiting time until you can initiate an effect again. My video makes clear how much faster you can work without those delays.

We know it's a behavioural change. It was done to fix another report. 
Reverting just opens that bug again. 

Why is it useful to reactivate an effect again so quickly?

It made switching windows super swift, it was like flying above windows without landing. I regularly have to check a progress in another window. Having no reactivation pause made the switch back really fast. Or when I pick the wrong browser window and have to jump to another. It’s also when working with media files, multiple open pictures or just want to take a look at the state of my Amarok playlist or how long my podcast episode has left. This are extremely common tasks and I’m getting annoyed on a daily basis why this workflow has to be delayed like walking with chewing gum on your shoes.

I notice that you can interrupt to opening animation to close it early, you just can't interrupt the close animation to re-open it early.

Would no longer doing that re-introduce the bug in question? If so, I think I can see from the video how much more responsive the older effect was compared to the new one.

This is now possible in the new merged Overview effect for Plasma 6.
