STEPS TO REPRODUCE
1. open plasma-systemmonitor master
2. Go to Processes

OBSERVED RESULT
No actions or search field in the top toolbar

EXPECTED RESULT
actions like in 5.27

This bug is not specific to the Processes page. The Edit Page button in Overview and History and the other toolbar buttons and search field in Applications are also not available. This seems to affect every toolbar action.
