I should divide the issues into seperate ones The dialog is not very well perceivable. I would put it in the first layer on the context menu when clicking on the window bar So I rightclick on the windowbar, and immediately there is a button shown
Window Rules are considered an advanced feature and can be used to break your system if you're not careful. As such, the interface to get to them is intentionally not placed somewhere people can easily find it randomly.
