STEPS TO REPRODUCE
1. use Wayland session 
2. open Window Rules KCM
3. try to reorder the window rules with drag-and-drop

OBSERVED RESULT
drag-and-drop is buggy, Please see the attached screen recording.

EXPECTED RESULT
drag-and-drop works well

Moving to a more general qqc2-desktop-style issue, as it doesn't seem to happen with other styles (ex. --style=fusion).

This bug also affects dragging over sliders or other controls whose behavior include dragging on them.

I can't reproduce this bug anymore. Can we close this report Ismael?
