SUMMARY

After some update I noticed that Ctrl+Alt+T don't launch konsole. Then I realized that shortcuts that launch other apps don't work too. Other shortcuts (like window manager stuff and alt+F1 for Kickoff) work fine.
I have a calculator and a special "omen" buttons on my laptop (shown as "Launch 8" and "Launch 4" when I press them) and if I assign them as shortcuts to apps they work fine, even if I add a modifier (Like "Ctrl + Launch 4").  Modifiers with normal keys (like Ctrl+D or Meta+E) don't work.
Under wayland everything works fine.

STEPS TO REPRODUCE
1. Press some key combination that was setup as a shortcut to launch an app

OBSERVED RESULT
Nothing happens

EXPECTED RESULT
The app runs

Operating System: Manjaro Linux 
KDE Plasma Version: 5.27.5
KDE Frameworks Version: 5.106.0
Qt Version: 5.15.9
Kernel Version: 6.1.31-2-MANJARO (64-bit)
Graphics Platform: X11

ADDITIONAL INFORMATION
I tried rebooting, resetting them, switching to unstable Manjaro branch ( that's 5.107.0) and back, deleting .cache and .config/khotkeysrc and ./config/kglobalshortcutsrc, changing keyboard layouts and nothing helps.

I'm using kdeplasma (debian v5:142) and have been experiencing the same issue upon each and every kde restart since the debian upgrade a few weeks ago, but with the following interesting twist. The shortcuts do start working when I perform the following: 
1) Launch the 'system settings GUI'
2) Select 'shortcuts'
3) Select 'custom shortcuts'
4) Expand the menu item 'kmenuedit'

The above 'fix' only works until the next restart.

This is one of several annoyances that have happened during the debian/kde upgrade. Most were trivial to deal with, reQuiring just some minor manual edits, but this one is just weird.

Are you setting up these shortcuts using the "Shortcuts" page in System Settings, or "Custom Shortcuts"?

I'm using "Shortcuts". I have now tried to use the "run Konsole" example form "Custom Shortcuts" and it doesn't work either.

Ok, let;s forget about "Custom Shortcuts" as those are deprecated and already removed in Plasma 6.

Is everything working again now, or is stuff with the other shortcuts set on the Shortcuts page still broken?
