Is the kded5 process running?
yes
The requested info was provided.
Cannot reproduce in my built-from-source session: I have tray icons for those apps.
I'm 95% sure this is because Neon accidentally ships kded5 built against Kf5
Sounds likelier than anything else at this point; moving to Neon
neon is shipping both kf5 kded and kf6 kded. unfortunately the binary conflicts at the moment. see https://invent.kde.org/frameworks/kded/-/merge_requests/28 and https://invent.kde.org/teams/frameworks-devs/kf6-workboard/-/issues/46
Now I'm seeing the systray icons, but left, right and middle clicks on them have no effect.
That's weird. Works locally for me. Can you reproduce in the docket image?
Works fine for me in the selfbuilt session

VLC systray icon works for me with up to date neon unstable edition
