STEPS TO REPRODUCE
1. In X, set scale to 150%. Log out and log back in.
2. Set up a panel on the top. Set its height to 50.
2. Log out and log back in with Wayland.

OBSERVED RESULT
Panel size is much larger than in X.

EXPECTED RESULT
Panel size should be exactly the same.

ADDITIONAL INFORMATION
I do not think a migration to the correct Wayland size (about 34) is acceptable. The numbers in X and Wayland should be the same. Sometimes with the way things are we still need to go back to X and do not expect significant changes (preferably none).

In fact, the Wayland height is the correct one; it was always a bug on X11 that the panel didn't scale with the scale factor. In Plasma 6, this is fixed, and the panel will scale with the scale factor on both Wayland and X11.
