STEPS TO REPRODUCE
1. Have a floating panel and detach the screen this panel is on (by turning it off)
2. Reattach the screen (by turning it on)
3. Try to maximize a window

OBSERVED RESULT
The panel does not defloat

EXPECTED RESULT
the panel should defloat

Linux/KDE Plasma: 6.3.7-arch1-1 (64-bit)
KDE Plasma Version: 5.27.5
KDE Frameworks Version: 5.107.0
Qt Version: 5.15.9

Can confirm, if the number of available monitors change, a floating panel will no longer de-float when touched by a window. As a result, it partially obscures maximised windows.

Th original issue has been fixed in Plasma 6.
