After log in I do have a wallpaper, but I don't have desktop icons. The desktop icons load after ~20 seconds.
While the desktop icons are missing, I can launch Chromium, it starts fast, and woking, if launch Konsole or System monitor, these only appear after desktop icons are finally show up.

It happens at every log in, with or without external screen (only laptop screen).

One or two point releases ago the login was quite fast, the desktop was working and responsible ~1,5-2 seconds after login. My hardware not changed.

Before the desktop icons appear, can you right-click on the wallpaper and get a context menu?

If you restart plasmashell by entering `plasmashell --replace` into KRunner before the icons appear, do they appear immediately after plasmashell restarts, or does it still take 20 seconds?

Sorry for the late answer.

The right-click menu working before the desktop icons appear.
If I restart plasmashell with `plasmashell --replace`, the restart is immediately. The desktop icons appear less then a blink of an eye.

How do you launch Chromium? Are you doing it in a different way from how you're launching Konsole or System Monitor?

I launch Chromium, Konsole, System Monitor, etc. in a same way via Application Launcher.

Not just Chromium, but Gimp and Firefox appear before the desktop icons. KDE apps and other QT apps (Transmission QT) only appear after the desktop icons.

I still has this issue, and I did provided some information in comment 4.
Please give me some clue, how to investigate it further.

Never mind. I've installed fedora (for another reasons), but kept the all the config in the .config folder and the bug happened in fedora too.
Later I switched back to Tumbleweed, but with clean config, and now the bug is gone. Sorry for the noise.
