Firefox doesn't native support the global menu. Ubuntu patches this support in, but Fedora does not.
Can you send the patch? Or a method/repository where Firefox is patched?
KDE doesn't maintain the patch and I don't know anything about Ubuntu packaging, so no, sorry. You'll need to do some spelunking to find it. Also please don't re-open closed bug reports. Thanks!
