STEPS TO REPRODUCE
1. open the Processes page
2. sort processes according to network download or upload speed

OBSERVED RESULT
The processes with no network access are ranked as if they have maximum speed.

EXPECTED RESULT
The processes with no network access should have no speed at all, so their speed is zero, the minimum not the maximum.

I would love to check if this is still an issue in 6.4-dev but System Monitor network and disk values seem to have a problem and it is being tracked in #488569.
