Discover noticing there's an Operating System update, but not allow to update

Discover says Update (1) and the update is a new rpm-ostree commit (Operating System), but Discover GUI does not allow for updating it

STEPS TO REPRODUCE AND VERIFY
1. Run the latest version of Fedora Kinoite
2. Wait a day or two for a new daily ostree commit
3. Update everything
4. You should see a Update (1) in bottom left but a "Up to date" in main pane
5. Verify that it's an "Operating System" update by performing "rpm-ostree upgrade" in the Terminal. It should find and perform an upgrade to the latest commit.
6. Reboot your system and open Discover. It will no longer show Update (1) in the lower left thus confirming it was an Operating System update it knew about but didn't allow updating via Discover

OBSERVED RESULT
Update (1) and "Up to date" happens simultaneously

EXPECTED RESULT
Discover allows an update to run when there an Update (1)

I too can replicate this exact bug on my system. On a fresh install of Fedora Kinoite 38, the bug does not exist; however, once I updated in late May 2023, the bug on occurs in Discover. Just as described in the OP.

I can confirm. A guy on Reddit said this is a regression from Plasma 5.27.5: https://www.reddit.com/r/Fedora/comments/13yhwq6/kinoite_shows_theres_1_update_but_discover_says/

Which I would make sense because this bug appeared in my Kinoite 38 install very recently and worked before.
