SUMMARY
Shear effect in 23.04 (appimage or install) is keyframable but none of the parameters can be set individually per keyframe. Any value set at a keyframe applies to all the other keyframes.
The same effect in 22.12.2 (appimage) is not keyframable.


STEPS TO REPRODUCE
1. Open 22.12.2 or 23.04, add a clip to the timeline
2. Apply Shear effect
3. Create keyframes and apply a shear value to a keyframe (only possible in 23.04)
