SUMMARY

I have a couple of Chrome Progressive Web Applications (PWAs) installed:  Teams and WhatsApp.  These appear with no file menu, but when I double-click the top border - I'm not sure whether this is still the Titlebar - the windows go to full screen, whereas all other windows I have configured to 'Shade'.

STEPS TO REPRODUCE
1. Install Chrome PWA
2. Click on top border
3. 

OBSERVED RESULT
Window goes full screen

EXPECTED RESULT
Window will 'Shade' (as per configuration in System Settings.Window Management.Windows Behaviour.Titlebar Actions.Double-click.)

Please report the bug to Chrome. Its PWA uses client-side decoration, about which kwin can do almost nothing.
