the shortcut 'alt + é'  don't work in any app ( edge and Mozilla  and visual studio code  these the app I've use and have problem with ) I've try to assign this shortcut to other action in the shortcut menu but the same happen it's didn't recognize it at all

If it's broken with those non-KDE apps, than this isn't a problem in any KDE software unless you're using the Wayland session, in which case it might be an issue in KWin. So are you using X11 or Wayland?

to be honest you got a point when you said that i didn't try it the KDE-apps but even when i've try to set the shortcut in setting it didn't work at all (didn't even work when i added in setting like a custom shortcut for KRunner, when i try any other shortcut it work fine ),for your question about if i'm  using X11 or Wayland i've type echo $XDG_SESSION_TYPE in terminal and i get x11(so i suppose that i'm using x11).....thanks in advance for any help, i truly appreciate your help

Thanks. If you're using X11, than this isn't a KDE issue. It could be somewhere in xkb or the X server. If you're unsure how to proceed, I'd recommend contacting your distro about it.
