SUMMARY

When connecting the display or switching the display input it takes ~45 seconds before any application can be started; the cursor simply starts spinning but nothing happens.
In addition a session logout is not possible when the display is or was connected during the session.

STEPS TO REPRODUCE
1. connect display or use the integrated KVM switch

OBSERVED RESULT
~45 second delay before any application can be used
session logout no longer possible (blank screen with a cursor) - reboot works

EXPECTED RESULT
no delay
working session logout

SOFTWARE/OS VERSIONS 
Linux/KDE Plasma: Slackware-64 current, Kernel 6.1.30, X11
KDE Plasma Version:  5.27.5 and at least 5.27.4 (*)
KDE Frameworks Version: 5.106.0 and at least 5.105.0 (*)
Qt Version: 5.15.9

ADDITIONAL INFORMATION
Hardware used: Tuxedo InfinityBook Pro Gen7, Philips PHL 346P1C display with an integrated KVM switch, connected via USB-C/TB4

(*) The problem is also present in earlier versions - I'm not exactly sure when it started. Also the problem does not exist in XFCE.
