STEPS TO REPRODUCE
1. Run any application (for example Kate).
2. Press Alt+F3 to open The Windows operations menu.
3. Press Alt+F4 to close application. 

OBSERVED RESULT
The application doesn't close.

EXPECTED RESULT
The application closes.

Linux/KDE Plasma: FreeBSD 
KDE Plasma Version: 5.27.5
KDE Frameworks Version: 5.106.0
Qt Version: 5.15.8

Assuming you are on X11 this is the general "open menus block global shortcuts" problem
