STEPS TO REPRODUCE
1.  On tablets with a touchscreen, use two finger to zoom in or zoom out. 

OBSERVED RESULT
The zoom action also rolls the page.

EXPECTED RESULT
The zoom action should work as Ctrl + and Ctrl - do.
