Wayland or X11? Or both?

Cannot reproduce in a Plasma 6 X11 session.

It's specific to Wayland, X11 doesn't have this problem.

Can reproduce on Plasma 6 Wayland.

With the replacement of the old menu with the new one, this issue can no longer be reproduced. The UX is different too: when the new menu opens, it caused the Klipper popup to close immediately, which is pretty much what I would have expected.
