SUMMARY
When the ruler is in vertical mode the number ends up outside the window and hidden. This is probably dependent on how long the localized text is.

I also have 125% scaling. Turning the scaling down to 100% makes it show slightly more of it, but still not all.

The problem appears to be X11 only, in which font size scales with global scale level.
