STEPS TO REPRODUCE
Okular -> settings -> Configure Keyboard shortcuts
1. Assign "Show Page Bar" to "alt+2"
2. save ok
3. Assign "Annotation toolbar" to "alt+1"
4. save ok
5. Press Alt+1, works fine, annotations shows and hide
6. Press Alt+2, loooooks fine, showing and hidding the page number, buut
7. Press Alt+1 again, now annotation shortcut is gone

OBSERVED RESULT
The 'annotation toolbar' lost its shortcuts after activating the 'page bar'

EXPECTED RESULT
toggling the shortcuts hides/shows each panel
