STEPS TO REPRODUCE
1. Take "rectangular region" screenshot
2. Include region which would be where Spectacle window is

OBSERVED RESULT

Screenshot includes overlapping part of Spectacle window as if it were present.
Possibly related -- it appears screen brightness is set to maximum, and the rectangular region selection is very hard to see due to the lack of contrast. The rendering of underlying windows and the Plasma GUI (taskbar, widgets, etc) is also incomplete or displays ghosting with a duplicated image slightly offset. These artefacts don't appear in the screenshot.

Screenshot does not include Spectacle window at all

Are you on Wayland or X11?

Do you have a delay set, or is it set to instant?

X11, and set to no delay. I've just checked, setting any delay fixes the issue with capturing the Spectacle window, although the brightness/contrast issue is still present.

Thanks. Can you provide *exact* steps to reproduce?

A phone recording of the screen when this happens would also be helpful.
