SUMMARY
Dolphin always starts with a single tab in user's home folder no matter which setting is chosen.


STEPS TO REPRODUCE
1. Configure Dolphin to start with "Folders, tabs and windows state from last time".
2. Go to a folder other than home folder in Dolphin
3. Restart Dolphin

OBSERVED RESULT
Dolphin opens in home folder.

EXPECTED RESULT
Dolphin opens in last selected folder before the restart.

Confirmed. This seems to have started since upgrading Dolphin to 23.04.1 from 23.04.
