The error manifests itself on Windows version and Linux AppImage version (I use Linux Mint as alternative):
Changes in settings of keyboard shortcuts are saved in configuration files, but after restart of digiKam keyboard modifications aren't applied (can be activated manually).

STEPS TO REPRODUCE
1.  change definition of (any) keyboard shortcut (for example "Assign Pick label Accepted" from "Alt+3" to "S"
2. save changes
3. close digiKam
4. open digiKam
5. new schortcut is not active. I can activate it by clicking: ManageSchemes -> Current Scheme: Default (and changes will be loaded)
