STEPS TO REPRODUCE
1. Be in Plasma 6
2. Make your panel floating
3. Move cursor all the way to screen edge near a Task Manager icon and click

OBSERVED RESULT
Task Manager icon starts to get dragged

EXPECTED RESULT
Task Manager icon activated

ADDITIONAL INFORMATION
If I move the cursor two pixels closer to the panel, it works properly. So a horrible hacky workaround could be to increase the global drag distance.

This is a minor Fitts' Law violation.
