Help popup is intrusive and not well displayed

That shortcuts help popup keeps appearing, and sometimes its content is not visible. It would be better if it was displayed only once with the new Spectacle version where it appears at the center on top of all displayed items, and make it accessible for future usage through a help button in Spectacle toolbar.

This was fixed in a recent release.
