SUMMARY
... like in a youtube video title, instead it shows rectangles. Tried with Firefox and Chromium on Wayland everything up to date. Link of the video in the screenshot: https://www.youtube.com/watch?v=i0zbkY9a9UU Emoji picker shows emojis correctly. In some cases emojis do show but they are outline only like in Screenshot 2.

In this case some emojis are missing and the last one is outline only. Expected behavior for these two is:
"Guess The Vegetable by Emoji 🥕🍆🍅 (Emoji Quiz)"
and "😈WORLDS LEAST WHOLESOME STREAMER😈mwuah😘"

This is an issue with how Emoji support is set up on your system (or not set up); see https://community.kde.org/Distributions/Packaging_Recommendations#Fontconfig_configuration.

So, do you recommend reporting this to the Arch Linux bug tracker?

No, because from the Arch perspective, it's not a bug, it's a setup issue. Since you're using Arch, setting the system up properly is your responsibility. And that's what they'll tell you if you report a bug for them. :)
