Aside from the fact that it's kind of in-your-face to appear on every page, there is a more significant issue: because it appears on the Updates page, its' visually prominent "Upgrade to [distro version]" button distracts you from the button you actually need to press to start the upgrade: the "Update all" button.

I would suggest only showing this banner on the Home/Featured page, not all pages.
